What is the Event Notifications Standard?

Hint: It's a Condition of Medicare Participation.

The CMS final rule on Patient Access and Interoperability requires as a Condition of Medicare Participation (CoP) that hospitals, psychiatric hospitals, and critical access hospitals to send an automated electronic Event Notification upon Admission, Discharge, and Transfer (also known as ADT messages) to providers identified by the patient.  A Condition of Medicare Participation means that you need to comply with this standard in order to participate with and receive payment from Medicare.

 

The Event Notification requirement means that hospitals have to send Event Notifications to providers and treating providers also need to be able to receive them.

 

While a standard for HL7 Event Notifications known as ADT Messages exists, not EHR Vendors had implemented the standard consistently causing interoperability problems between EHR systems.

 

That is why DirectTrust Standards, a non-profit Standards Development Organization, convened a group of industry experts to create the Event Notifications via Direct Standard. This diverse group of Health IT experts' end product was the publication of the Implementation Guide for Event Notifications via the Direct Standard, Draft Standard for Trial Use (DSTU). 

 

More than 40 organizations including AllScripts, Athena Health Cerner, EPIC, eClinicalWorks, iShare Medical, Mayo Clinic, The Office of National Coordinator for HealthIT, The Social Security Administration, Sutter Health, United Healthcare, and Walgreens have all pledged to adopt this standard (see the companies that took the pledge to implement DirectTrust Notifications )
